Why it might be true
Rail infrastructure is visible in the background of several official shots, and a city this dense is unusual without transit.
Why it might not
Visible track is not a usable system. GTA V had rail you could see and largely could not ride.

“Most of the map” is the sort of scope that shrinks between an internal build and release.
