Port Gellhorn
Port Gellhorn is the counterweight to Vice City: a working port town of warehouses, docks, chain restaurants and streets that have been there a long time. It was named in official material around the second trailer.
Towns like this are usually where a GTA map does its best character work — the parts of the state the tourist board does not photograph.
